These are addresses of the Cloudflare delivery network through which the site was served; such addresses are shared by many websites.

1. Upon the receipt of the current notification the hosting provider or another person providing the hosting of information resource within «Internet» network (hereinafter – another person hosting the information resource) are obliged to: immediately inform the owner of the information resource about the necessity to immediately remove the information disseminated in violation of the law; restrict access to the information resource after 24 hours since the receipt of the current notification in case of refusal or inaction of the owner of the information resource to remove the information disseminated in violation of the law. 2. The owner of the information resource is obliged to: remove the information disseminated in violation of the law within 24 hours since the receipt of the current notification from the hosting provider or another person hosting the information resource. The procedure for elimination of violations: If the owner of an information resource has removed the information disseminated in violation of the law, he must send notification about this to the Roskomnadzor email address 398-fz@rkn.gov.ru, indicating the record identifier 1309692-HB in the subject line of a letter. Such notice may also be sent via the web form located at: https://398-fz.rkn.gov.ru/toproviders/?entryKey=6a43bc96f05e7#form. After Roskomnadzor checks the accuracy of the information specified in the notification, and upon confirmation of the fact that the violation has been eliminated, the access to the information resource is resumed by telecom operators in the territory of the Russian Federation.
